Staff and the Zoning and Planning Commissions recommended approval. The applicant submitted an updated site plan for council review, and staff reported 38 mailed notices with seven returned in favor and six returned in opposition; the Lone Star Neighborhood Association did not oppose the request.
Council discussion focused on concerns about on‑site parking and sound buffering. Councilman Castillo said staff and the applicant worked to secure additional on‑site parking and sound‑buffer measures; he moved to approve the items as amended. The motion was seconded and passed by voice vote.
The approved action allows the applicant to proceed with development consistent with the updated site plan and with the parking and sound‑buffer conditions the council added. Subsequent permits and any building‑permit requirements remain subject to standard review.
