Commissioners hear updates on water-element drafting and fiber-optic installations

Planning staff told the commission the city has a draft water-use element and intends to coordinate with stakeholders before returning a final draft to the planning commission for adoption as part of the general plan’s required elements.
During public remarks, a commissioner volunteered to serve on a committee to address secondary water issues — the system used in many parts of the city for irrigation. Staff said the city administers secondary-water requirements through the building-permit process but does not own or maintain the secondary system, and that coordination with local irrigation companies will be necessary. A commissioner (Doug) volunteered to serve on such a committee.
The commission also received a status report on fiber-optic installations that are proceeding across the city. Staff said two companies are currently installing fiber in public utility easements; installations can disturb front yards and sidewalks and, if private or city infrastructure is damaged, the installer is required to repair it. Staff advised residents to file a public-works report through the city’s online “report an issue” portal so public works can inspect and document any damage.
No legislative action was taken on these items; staff asked commissioners to expect a forthcoming draft of the water element and offered to coordinate a working group on secondary-water and irrigation issues.
