Regent Nominating Council approves submission of three candidate packets and ranks candidates for governor

The University of Guam Regent Nominating Council voted Oct. 2 to submit three candidate packets to the governor and completed a roll-call ranking that the council will forward to the governor in the following order: Christopher Felix (1), Jay Robert Kelly (2) and Lee Weber (3).
The council moved and seconded a motion to consider all three packets for submission; the chair called for the ayes and the motion carried. The council then held a roll-call ranking of the three candidates. Regent Joanna Chun and other council members announced their individual rank orders during the roll call, and the council’s tally produced the final rank order that the council said it will submit to the governor.
Earlier in the meeting the council voted to approve the regular meeting minutes of July 17, 2025 “subject to correction.” The council also entered executive session during the meeting to discuss completed applications; the session was announced at the agenda and the council later returned to open session and proceeded to the voting file.
The council announced tentative dates for its next regular RNC meetings: Jan. 8, 2026 (11 a.m.), April 2, 2026 (11 a.m.), July 2, 2026 (11 a.m.), and Oct. 1, 2026 (11 a.m.).
