Advocates ask Encinitas Youth Commission to back smoke-free multi-unit housing policy

Rapp described how smoke can migrate through shared walls, ventilation systems and open windows in attached housing and said the science shows “there is no safe level of secondhand smoke.” She pointed to Carlsbad’s recently adopted smoke‑free multi‑unit housing policy as a precedent and argued the only way to protect families is through 100% smoke‑free housing rules.
“The only way to protect families is through 100% smoke free housing policies. No 1 should have to sacrifice their health or their children's health just because of where they live,” Rapp said. She also asked that the commission continue to champion drug prevention programs for youth alongside stronger housing protections.
Rapp’s remarks came during the meeting’s public‑comment period. The commission did not take formal action on the request during the Oct. 1 meeting; commissioners were invited to consider the suggestion as they develop the intergenerational and youth health elements of the work plan.
