The Carson City Board of Supervisors unanimously reappointed Harlow Norvell to the Carson City Airport Authority and voted to appoint James Sutton and Brian Stewart to two authority seats, the board said during public interviews and votes.
The reappointment and appointments matter because the Airport Authority oversees airport operations and long‑range planning for the Carson City Airport. The board reappointed Norvell as a citizen‑at‑large member for a term ending October 2029 and then selected Sutton as the manufacturer member and Stewart as the fixed‑base operator (FBO) member, both with terms ending October 2029.
Harlow Norvell’s reappointment was moved by a board member and approved unanimously. During the public interview portion, applicants described priorities for the airport. James Sutton said he attends authority meetings regularly and emphasized supporting ongoing development at the airport and general aviation activity. Brian Stewart, who operates aviation businesses at the field, described runway extension, improved lighting and services (fuel, maintenance and ramp space) as prerequisites for attracting larger operators and for supporting economic activity. Stewart also said a control tower would help safety and likely encourage traffic.
Board members discussed candidate experience and attendance at authority meetings when making their selections. Board members noted Sutton’s consistent participation at meetings and Stewart’s operational knowledge gained from running two businesses at the airport, including a maintenance operation and a flying club. One supervisor said other current or outgoing airport authority members had recommended Stewart.
The board recorded the motions and votes in the meeting record. The appointments were approved by unanimous vote for Norvell and for the Sutton/Stewart pair.
The mayor and supervisors closed by urging the new appointees to balance airport growth with neighborhood impacts such as noise and to work with staff on community objectives.
The authority will assume the new membership immediately and continue oversight of runway, facilities and tenant issues brought up during the interviews.
