City details Anderson Corridor and school-area street projects; restriping bid to be reissued

Ryan Chapman, director of public works engineering and transportation for the City of Davis, briefed the joint meeting on several capital-improvement projects that affect school campuses and neighborhood streets.
Chapman said the Anderson Corridor project will move student drop-off onto the campus, add street improvements and narrower travel lanes in places to make room for protected and wider bike lanes. “The big concern is budget,” Chapman said, noting cost estimates are coming in higher than budgeted and that the city is relying on substantial grant resources and contributions from both the district and the city.
Chapman also said the city issued one bid for a citywide restriping contract that was not from a prequalified bidder; the city will ask the council to deem that bid nonresponsive and will rebid the work in winter to improve results. The restriping work was intended to cover multiple schools — Chapman cited Holmes, Willett and Emerson — and other crosswalk and pavement markings across town. He said the contract bid also came in higher than available funds and staff will review specifications to maximize restriping with available dollars.
Chapman described the Fourteenth Street repaving project between B and F streets (including pedestrian-safety improvements and signal changes at Fourteenth and F). He said the city is finalizing a grant agreement for the remaining funds, with construction hoped to begin in spring 2027 and the most disruptive paving work scheduled for a summer period to limit impacts to North Davis Elementary and the senior high school.
Chapman said staff will return to the community with revised designs for Anderson Elementary-area work after public feedback; he said project design is being changed in response to extensive community input and that staff will present updated plans before construction.
