Committee tables update to mutual-aid and major-crimes agreements pending legal review

The Public Safety Committee on Oct. 2 discussed a proposed update to Eaton County’s mutual-aid agreement and a separate major-crimes task-force agreement. Committee members voted to table the item until legal counsel’s review is complete.
Under Sheriff Jeff Cook explained the proposed documents are updates to agreements that are more than a decade old and that the task force arrangement allows agencies to temporarily assign detectives with specific skills to assist another jurisdiction on major investigations such as homicides, kidnappings or bank robberies. Cook stressed that the agreements are not intended to authorize routine out-of-jurisdiction patrol or to interfere with existing contracts (he cited the county’s contract for Delta Township patrols).
Cook said the prosecuting attorney would serve as a liaison to the task force and has agreed to provide legal assistance. Committee members asked several procedural questions about liability, staffing and whether the committee should see final language before moving the item to the full board. The committee learned it had not received a copy of the final agreement in the meeting packet; staff said legal counsel was reviewing the documents and that a final version would be available before the full Board of Commissioners meeting.
A commissioner moved to table the item until next month; another commissioner seconded. The motion carried.
Why it matters: mutual-aid agreements define when and how local agencies can assist each other and can affect liability, overtime and interlocal contracts. Committee members said they preferred to review the agreement language and any legal counsel changes before forwarding it to the full board.
