Christ Church to install six‑foot ornamental fence after Troy ZBA approval

The Troy Zoning Board of Appeals approved an area variance Oct. 1 allowing Christ Church United Methodist, at 35 State Street, to install an additional six‑foot ornamental fence and gate around portions of its parish-house garden.
Paul Marano, president of the church board of trustees, told the board the parish house has experienced recurring unauthorized overnight use of a basement stairwell and other secluded garden areas. The proposal calls for a wrought-iron–style fence to match existing perimeter fencing and a gate equipped with a crash bar to allow emergency egress.
Marano said the additional fencing would section off secluded areas while keeping the building accessible for community groups that use church facilities during daytime hours. The church plans to seek approval from the Historic Resources Commission (HRC) as part of the fence work.
Staff advised the board the project is a Type II action under environmental review rules. The board adopted the Type II finding and approved the area variance, concluding the fence would not cause an undesirable change in neighborhood character and would address safety and security concerns without adverse environmental impact.
The church will proceed to HRC review and obtain any required building permits for fence installation.
