North Kingstown to present bond-funded school and public-safety project plans Oct. 20; subcommittee backs construction-manager-at-risk approach

The North Kingstown Town Manager reported Monday that updates on the town’s school bond projects and a proposed public safety complex will be presented publicly on Monday, Oct. 20, and that the building advisory subcommittee unanimously supported pursuing a construction manager at risk (CMAR) delivery approach for both sets of projects.
According to the town manager’s report, Peregrine Group, Perkins Eastman and DBVW presented updates to the subcommittee on the middle school and capital improvements. The town manager said Stage 2 documents are with an entity identified in the transcript as "Bridal" and that the town expects further feedback toward December. Stage 3 work is ongoing.
The subcommittee “unanimously supported moving forward the construction manager at risk approach towards both projects,” the town manager said. He added that invoices from Peregrine Group for Stage 2 work were approved by the subcommittee. The manager said staff — including building, planning, fire and public works — have met with the design team to coordinate a smooth transition through the phases.
The town manager said a public presentation of renderings and cost information will begin at 5 p.m. Oct. 20 in council chambers and will conclude no later than 6:30 p.m.; the council meeting that night follows. He said a further public meeting will follow to discuss financing and seek council direction.
The manager also reported that cost estimates for the public safety complex exceed the bond amount but are within the range of his initial expectations when the bond was proposed. He said the town will provide “a very thorough discussion” of financing and next steps at a future meeting.
The town manager indicated the next subcommittee meeting is scheduled for Nov. 5, with the possibility of an interim meeting depending on Stage 2 activity.
