Joshua City commission approves conditional use permit for indoor family arcade at 107 North Main

Joshua City — The Heritage Preservation Overlay District Commission approved a conditional use permit Oct. 6 to allow an indoor amusement family arcade at 107 North Main, Suite A, after the applicant described plans to operate Ducky's Revenge as a pinball- and arcade-focused venue with concessions and beer-and-wine service.
The permit was considered at a special meeting called to order at 4 p.m. Planning staff described the property as being inside the Heritage Overlay District and said the conditional use permit process allows the commission to review uses "which would not be appropriate generally without certain restrictions throughout a zoning district, but which, if controlled as to the number, area, location, or relation to the neighborhood would promote the health, safety, and welfare of the community," according to staff remarks.
Owner Douglas Hampton told the commission he and a business partner intend to operate a family arcade called Ducky's Revenge with an emphasis on pinball. "My name's Douglas Hampton. I'm 1 of the owners of Ducky's Revenge," Hampton said. He said the concept mixes "a lot of eighties and nineties arcades" with newer collaborative machines, and that the business would host tournaments, offer pinball rentals and provide an affordable birthday-party option for local families.
Hampton described plans for food service and limited alcohol sales. "In the front of it, we will be, beer and wine. We're not gonna have a full bar," he said; he added the venue will serve concession-style food such as hot dogs, nachos, candy and sodas. Hampton also said the arcade would share the same grease trap as an adjacent business identified in the packet as the Brick House and that a back room would be used for party rentals and storage of games under repair.
Commission discussion was brief. A commissioner moved to approve the conditional use permit and a second followed. The motion was approved by voice vote; the transcript records the motion, a second and an "aye" and does not record a roll-call tally of individual votes.
The meeting also approved minutes from the Oct. 7, 2024 meeting earlier in the agenda. The commission adjourned at about 4:10 p.m.
Hampton said he and his partners have pursued opening the arcade for three to four years, have run pinball rentals and tournaments in the interim, and want the venue to draw local families who otherwise travel outside Joshua City for similar entertainment.
No further conditions, appeal instructions or effective dates for the permit were stated in the public portion of the meeting transcript.
