Board approves roofing contract, contingency request and school travel; appoints delegates — votes at a glance

At its Oct. 6 meeting the Lenoir County Board of Education approved multiple routine business actions, including a roofing contract conditional on state lottery repair-and-renovation funding, use of a price-escalation contingency for a middle school construction project, approval of a middle-school field trip and appointment of voting delegates for an annual conference.

Rochelle Middle School roof: The board moved to award a roofing contract for Rochelle Middle School to B and M contractors (referred to as BM Roofing in the agenda) contingent on receipt of North Carolina educational lottery repair and renovation funds. The motion to award the contract was made by Mr. Beal and the board voted to approve the award as presented. The district’s presentation noted the project solicitation drew three interested vendors and that release of the lottery funds is a condition of proceeding.

E.B. Frank Middle School contingency request: The board approved a request to use part of the project’s lump-sum price-escalation contingency. The contingency was established in contract amendment No. 1 at $175,000 to cover tariffs and similar escalation items. The board-record request compiled contractor documentation and trade- partner justifications and asked to release $113,183.81 from the contingency for Metcom and its trade partners (Steel and Pipe Corporation and Allegiance Industries), leaving a remaining contingency balance of $61,816.19 as presented to trustees.

Field trip: The board approved a request from Whittington Middle School for an eighth-grade field trip to Colonial Williamsburg, Virginia, March 19–21 (charter-bus travel). The district noted transportation will be performed using buses on the district’s approved transportation list and that the charter bus will be inspected by transportation staff prior to departure.

Voting delegates: The board approved four voting delegates for the upcoming annual conference. The district explained that each county receives four voting delegates and that the process was amended last year to require board approval of delegates before the conference. At the time of the motion two people had already signed up; the board approved four delegates by voice vote.

Surplus and disposition: The board approved declaring items from the maintenance department as surplus and authorized disposal or recycling consistent with environmental guidelines. Proceeds, if any, were to be returned to the maintenance department.

Closed session: The board entered closed session under North Carolina General Statute 143‑318.11 to consult with the board’s attorneys, consider confidential personnel matters and related matters; the board approved that motion and moved into closed session.
