Committee authorizes engineering contract recommendation for SCADA phase C upgrade

The Bangor City Finance Committee on Oct. 6 recommended waiving competitive bidding for the engineering and programming work for Phase C of the city’s SCADA upgrade and awarding that work to Wright-Pierce, which performed the original 2017 SCADA assessment and earlier phases.
Staff described Phase C as the final phase to integrate remote sewer regulators and pump stations with the upgraded supervisory control and data acquisition (SCADA) system. Phase A was completed in October 2020 and Phase B in June 2025. Staff said the engineering and programming portion for Phase C is estimated at $315,800 and that construction work will be put out for competitive bidding, following the same approach used for previous phases.
A committee member questioned why the city did not bid all phases at the outset; Amanda Smith, director of Water Quality Management, explained the original assessment recommended phasing over six to eight years and that retaining the original consultant for subsequent engineering avoids repeating the initial learning curve and can save time and money. Smith confirmed construction portions will still be competitively bid and that funds referenced are dedicated in the budget.
The committee moved and seconded a recommendation to proceed with Wright-Pierce for the engineering and programming portion of Phase C; no objections were recorded in the committee discussion. The committee’s recommendation will be processed under the city’s purchasing rules and any required council approvals.
