Oswego board to transfer a small farm parcel into Plainfield planning boundary after owner objection

The Village Board discussed a draft boundary adjustment with the Village of Plainfield for a farm parcel near Route 30 at the Oct. 7 meeting. The change would straighten a jog in the longstanding boundary line and move a parcel that has been in Oswego's planning boundary back into Plainfield's planning area.
Staff said the parcel has been shown in Oswego's planning boundary for roughly 20 years but is adjacent to Plainfield utilities, which would allow more immediate development if the owner chose to proceed with Plainfield. The property owner and attorney raised the issue with Plainfield, which tabled the item for further review; Plainfield and Oswego staff have negotiated a cleaner boundary line.
Planning staff said there are no utilities currently serving the farm parcel. The nearest Oswego utilities are in the Lennar Hudson Point project; Plainfield's utilities abut the parcel. Staff noted the parcel is likely to be residential if developed and that development in Oswego's planning horizon would likely be many years away.
Trustees said moving the parcel to Plainfield would simplify jurisdictional responsibilities (street plowing, utilities) and be reasonable given the owner’s preference and utility access. Staff said they will return the item on a future agenda with the adjusted line for formal action.
