Chairman Ed Esparza announced at the May 20 meeting that he had received a letter of intent from Executive Director Ed Serna indicating Serna would present his letter of resignation; Esparza said the resignation is effective Oct. 10, 2025.
Following the announcement, a motion was made, seconded and approved to appoint Randy Townsend to serve as interim executive director effective Oct. 11, 2025 at the current salary level for the agency’s administrative head.
Esparza offered personal remarks thanking Serna for his service dating back to 2017 and cited Serna’s leadership through the COVID-19 period and other agency responsibilities. Commissioners recorded appreciation for Serna’s years of service and moved to appoint Townsend as interim executive director.
The commission then recessed for an executive session earlier in the meeting and later reconvened and recorded the appointment on the public record.
