The Tennessee State Board of Education Strategic Planning Committee met electronically at 11 a.m. Central on Sept. 29, 2025, to review stakeholder feedback gathered in a statewide master plan survey and to begin discussing potential updates to the board's three-year Master Plan.
Chairman Holt opened the meeting and read required procedural statements before Ryan Shanahan, the board's associate general counsel, read a statement of necessity noting the meeting was held electronically and that TCA 8-44-108 and the board's meetings policy require roll-call votes for electronic meetings. The committee voted to have the meeting recording serve as the official minutes by roll call (three in favor; motion carried).
Brianna Summers, Director of Policy and Academics, told the committee staff had run a month-long stakeholder survey with a one-week extension; 17 of 39 invited respondents replied, and replies included executive leadership from higher education, research organizations and workforce partners. Summers said stakeholders generally viewed the board as an ally on high standards, teacher quality and college readiness and that the strongest areas of alignment were teacher retention and literacy.
Committee members asked for clarity on definitions used in the plan, the degree to which the board should measure specific grades versus broader trends, and how to account for data limitations when setting goals. Members also discussed workforce alignment, P-20 longitudinal data, the role of higher education and industry partnerships in measuring postsecondary and career outcomes, and how to reflect AI's impact in the plan.
Staff outlined next steps: staff will draft edits to the Master Plan based on the discussion; the board will release the 2025 Master Plan Report in November; the committee will hold a work session in December to react to draft language; and the full board will consider a revised plan in February 2026 for approval.
The meeting adjourned after roughly 90-100 minutes of discussion.
