Council approves additional studies for Bluffs drainage project, directs most DGR tasks at about $65,000

The Brandon City Council voted to advance the Bluffs drainage project by approving the majority of a DGR proposal for additional engineering and environmental work after neighborhood meetings raised concerns about landscaping, drainage alignment and sanitary sewer relocation.
City staff outlined several tasks in a proposed DGR scope: additional environmental analysis and wetland delineation ($25,000), additional drainage modeling ($11,000), an alternatives analysis for relocating storm or sanitary sewer ($5,000), a landscaping plan ($14,000) and public outreach/coordination tasks (various fees), which together totaled about $70,000 if all tasks were accepted.
A neighborhood meeting on Sept. 22 drew roughly 50 residents and generated comment cards requesting a landscaping plan, a look at relocating the drainage way or sanitary sewer, and additional wetland delineation and modeling. Staff recommended proceeding with the technical studies while holding the larger project on pause.
Council Member Fish moved to authorize DGR to perform all of the listed tasks except the $5,000 “meetings with city staff and council” presentation; the motion carried by voice vote. By excluding the $5,000 item, the additional work approved totals approximately $65,000.
Staff said the environmental analysis would expand the original scope to cover all three phases of the project and that additional modeling would answer resident questions about upstream drainage areas. The landscaping plan is intended to present options to neighborhood residents for how the project might look if constructed.
The council’s action authorizes staff to contract with DGR for the approved tasks so the city can return to neighborhood stakeholders with design alternatives and analysis.
Background: The Bluffs project had been tabled previously to allow greater neighborhood outreach. The DGR proposal and resident comment cards were included in the council packet.
