Athens City Council certifies runoff, declares James Lucas winner for District 3

The council voted 4 yeas and 1 abstention to adopt a resolution certifying the election returns after staff reported that two provisional ballots were counted for Lucas, bringing his total to 289 votes compared with 200 votes for Henry White. The resolution states the runoff was “duly and legally held” on Sept. 23, 2025, and declares that Lucas received a majority of the votes cast for Council District Number 3 and is “hereby declared duly elected to that office for the term beginning on the first Monday in November 2025.”
The resolution was moved and seconded on the floor; the roll call recorded votes as follows: Seibert — yes; Mrs. Henry — yes; Wailes — yes; Harper — yes; Lucas — abstain. The clerk confirmed the total count, including the two provisional ballots counted at the meeting.
After the certification, Lucas addressed the council, thanking supporters and saying, “I would just like to say, thank everyone for the encouragement and support I received… This was my first campaign, and it was all new to me, but just, help from other people, got me through it. And I will try to do the best job I can for Athens and District 3.”
City staff collected signatures on election certificates after the vote and indicated they would update the formal resolution to reflect the recorded roll-call before the meeting adjourned.
