Opponents said the item is a first step toward a large, potentially expensive renovation and urged caution in the current fiscal climate. Alder Meindl called the process a “frog in the pot” and urged a pause before taking further steps.
Council members who supported the contract said it does not authorize construction or a final design; rather, it is an alternatives analysis and preconstruction planning step. Alder First said the contractor will present options that could range widely in scale and cost and that the council would decide on any final plan and funding approach in future votes.
