The Texas Workforce Commission on May 20 approved program year 2025/fiscal year 2026 adult education and literacy (AEL) allocations totaling $75,153,330, staff said.
Commission Chief Financial Officer Chris Nelson told commissioners the board previously considered AEL allocations in May but at that time had included only 50% of estimated federal funding and excluded EL Civics money because the Department of Education allotment had not yet arrived. TWC received the federal allotment for adult education and EL Civics in August, Nelson said, and the updated allocation includes EL Civics funding and follows TWC rules that “give priority in awarding funds to entities that consistently satisfy annual performance requirements.”
Nelson said the allocations have an effective date of July 1, 2025. He presented the staff recommendation and took questions about typical expenditure rates; staff offered to brief commissioners separately on how fully providers spend awarded funds each year.
A motion to adopt the AEL block grant allocations as recommended by staff was made, seconded and approved by the commission.
