After extensive public comment, the council voted to defer the item.
What residents said
Multiple speakers said the budget materials were posted late and lacked required detail. Lisa Parker told the council the budget introduction did not observe expected public-notice practice and accused the administration of "wasteful spending, mismanagement of our budget, and corruption." Jamar Youngblood said he had examined the public spreadsheet and flagged a nearly $300 million line listed as "other expenses" with no vendor or line-item detail: "Nearly a third of our city's operating spending is hidden behind those two words, other expenses," he said.
Several speakers warned that a large tax increase would be passed without robust public review and asked the council to delay action until residents had full access to department-by-department breakdowns. George Tillman Jr. and other speakers urged that the council consider amnesty or other homeowner relief and questioned why revenue from developer fees or Newark Works was not clearly accounted for in the city budget.
Council response and deferral
Council members said the administration was waiting for additional instructions from the state and moved to defer the budget. The motion to defer was approved by roll call.
