Historic commission suggests local topics, prize changes for Carroll County History Day

Commissioners at the Oct. 1 Westminster Historic District Commission meeting discussed the Carroll County History Day competition theme (National History Day theme: "Revolution, Reaction, Reform") and proposed local topics and prize-eligibility changes.

Grace Kelly, commissioner, noted the commission has awarded a cash prize and that Melissa Barnes attends the county coordinating group. Barnes said the county had scrubbed an old list of local topics because the national theme changed and asked whether the commission wanted to broaden the prize to include sixth-grade entries, not only high school students. "I would think, structurally, you need to talk with the school," a commissioner said, identifying Ryan Malhorn, a county social-studies contact, as the likely school-system liaison.

Commissioners suggested several candidate topics tied to local history that fit the theme and could be researched at the Historical Society and other local resources: rural free delivery and Edwin Shriver's post‑office‑on‑wheels work; the city telephone exchange and Mary Shawman's role; the Just Government League and women's suffrage activities; Sadie Neller Miller, an early female reporter and photographer buried in the Westminster Cemetery; and local Revolutionary‑era sites or figures. Commissioners discussed how students could frame local research within broader state or national contexts to advance to state and national rounds.

Barnes said she will compile the suggested topics (including rural free delivery, the telephone exchange, the Just Government League, Sadie Neller Miller and a Revolutionary‑era item) and send them to the county contact for inclusion on the Carroll County History Day page. The commission also agreed staff should consult the school system before changing prize eligibility for younger grades.
