Board reviews updates to emergency management policy and overdose-response grant amendment

County staff told supervisors Oct. 2 that they are proposing updates to the county’s emergency-management resolution, which has not been revised since 1979, to bring definitions and board powers into alignment with current statute and to set limits on the chairman’s emergency authority, including a requirement to return to the board within a set period of time after an emergency proclamation.
Separately, Health & Social Services staff described an amendment to an agreement for the CDC "Overdose Data to Action" program administered by the Arizona Department of Health. Staff said the work focuses on naloxone distribution, overdose recognition and response training, and partnership work with the county jail to improve linkage to treatment.
Staff said board materials include a redline and clean version of the emergency-management policy; supervisors had previously discussed how long a chairman may exercise emergency powers and staff said the revised drafts put a time limit on unilateral authority and require board review within a stated period.
No formal action was taken at the work session; these items were previewed for the regular meeting and for subsequent implementation.
