Deschutes County commissioners on Oct. 1 approved a letter supporting the county’s application for a $100,000 Oregon Department of Land Conservation and Development (DLCD) technical assistance grant to support a Terrebonne Community Plan update.
County staff said the project is expected to cost about $150,000 in total resources (including staff time) and that the DLCD grant would fund enhanced community outreach, public engagement and consulting support. The likely grant period, if awarded, would run from about January 2026 to June 2027.
Staff described outreach approaches modeled on prior community plan efforts, including by‑appointment meetings, web outreach and targeted mailings to ensure broad participation, and noted those outreach elements can be resource‑intensive. The county will provide the match largely through in‑kind staff time, principally by planning staff including Tanya Salzman (as noted in the meeting), and other departmental resources as needed.
Commissioners voted to approve the letter of support for the DLCD grant application. Commissioner Dyer and Commissioner Chang voted yes and the chair also voted yes.
Staff said the application is due Oct. 10 and that the county appears well aligned with the grant criteria; if awarded, the grant would allow expanded engagement linked to planned transportation and utility investments in the Terrebonne area.
