Votes at a glance: Lyon County commissioners approve business-license revocations, appointments and contracts; direct staff to study Comstock Historic District

The Lyon County Board of Commissioners took a bundle of routine and administrative actions at its Sept. 9, 2025 meeting, including revoking delinquent business licenses, approving consent items, appointing a planning commissioner, authorizing the county to participate in the statewide ballot contract for the 2026 election cycle, approving an interlocal agreement with the City of Yerington for temporary court-clerk assistance, and directing staff to study a possible transfer of the Comstock Historic District commission from the State to local control.

Business licenses: The board reopened a previously considered business-license revocation item after staff reported the backup materials had omitted many names. County staff said the updated list included 85 delinquent or noncompliant business licenses. The board voted to revoke all business licenses that were delinquent or noncompliant and authorized the business license department to close those accounts using the updated list. The motion was restated by the chair and carried on a recorded voice vote, 5-0.

Consent agenda: The board approved consent agenda items 12(a) through 12(i) with a single motion after no member of the public or the board requested removal; the motion passed 5-0.

Planning commission appointment: The board approved the appointment of Katie Baker to the Planning Commission (term expiring Dec. 31, 2026) after Baker spoke about her service on the Silver Springs advisory board and her familiarity with the master plan and Title 15. The motion passed 5-0.

Clerk-Treasurer and statewide ballot contract: The Clerk-Treasurer asked the board to rejoin the statewide ballot printing and mailing contract for the 2026 election cycle after the vendor that performed well in 2024 won the contract and is local to Nevada. The county clerk said participation would save roughly $7,000–$8,000 because the contractor covers setup and fees and state reimbursement under AB 324 may apply to ballot stock and mailing. The board authorized the county manager to sign the contract; the motion passed 5-0.

Interlocal agreement with Yerington: The board approved an interlocal agreement to provide temporary county clerk assistance to the City of Yerington municipal court while that court addressed staffing turnover; the city will reimburse the county for overtime costs. The motion passed 5-0.

Comstock Historic District: The board directed the county manager to research and consult with Story County and state officials and to develop findings and recommendations for future board consideration regarding a potential transfer of the Comstock Historic District and the Comstock Historic District Commission’s responsibilities and administration from the State Historic Preservation Office to Story and Lyon counties. Commissioners and Story County representatives discussed options for local administration, staffing, interlocal agreements and measures to avoid fiscal impacts on Lyon County. The motion directing the county manager to begin research passed 5-0.

Other routine action: The board acknowledged the resignation of Marshall Hartman from the Smith Valley Citizens Advisory Board and set the first board meeting in January 2026 for Monday, Jan. 5 at 9 a.m. All routine votes recorded during the meeting passed by unanimous or recorded majorities as noted.
