Riviera Beach council expands youth council and appoints inaugural 15-member class

City officials said the council opened the application window Sept. 5–20 and received 17 submissions; two were late or otherwise ineligible. Staff recommended a one‑time expansion of the council’s cap to 15 for the first year, with the membership returning to the established cap of 13 in subsequent years. The council adopted the amendment to the establishing resolution and then voted to appoint the 15 selected applicants.
City Manager Jonathan Evans and staff described the selection process as citywide and said they sought at least one representative from each city district; no applicants from District 4 met the deadline. Council members discussed possibly reopening the application process in January to recruit additional district representation but approved the group now to avoid delaying the inaugural cohort.
Following the vote, the council held an induction. The appointees introduced themselves at the dais and then repeated a pledge led by a city official to uphold the youth council’s mission. City staff said the new council will have an orientation retreat the coming Saturday and will meet monthly on second Thursdays from 6 to 8 p.m.; Secoria Wester was identified as the youth council coordinator and staff contact.
The resolution presented to the council (identified in meeting materials as Resolution 73‑25) specifically authorized a temporary expansion to 15 members for the inaugural year and reaffirmed a membership cap of 13 for future years. The council also directed staff to proceed with the induction, orientation and scheduling of the new council, and to provide members with procedural materials and training.
Next steps for the youth council include the scheduled orientation retreat, monthly meetings beginning in November, and regular check‑ins with staff. Council members said they want the youth council to advise on education, mental health and youth engagement issues and to be a pipeline for future civic involvement.
The council recorded unanimous votes for both the resolution and the appointments.
