Finance committee approves water-tower contract, wastewater CIP amendments and parking-ramp change order

The Appleton City Finance Committee voted unanimously Monday to award a contract for water tower booster-pump improvements, to approve targeted wastewater capital-improvement budget amendments and to authorize a change order for downtown parking-ramp repairs.
The committee approved a $767,200 award to Road Brothers Incorporated for the water tower booster-pump improvements, with a 7.5% contingency of $57,540 for a total project amount not to exceed $824,740. Director Stempa noted the award remains contingent on formal construction authorization from the Public Service Commission. "We're still waiting on Public Service Commission to approve the construction authorization," Director Stempa said, adding staff would report back to the committee if that authorization is not granted.
The committee also approved a budget amendment for fiscal 2024 to finance three wastewater items: an aeration-process upgrade at $49,300, additional sludge-storage work at $37,460, and valve-vault work at the Midway lift station at $86,460. Director Stempa told the committee these were unforecasted operational needs identified during the year; the items are reactive repairs and replacements rather than new, planned projects.
Finally, the committee approved change order number 1 to Restoration Systems Incorporated for the parking-ramp repairs and maintenance contract, increasing the contract by $40,000 to a new total of $1,388,594.50 and reducing the project contingency from $40,000 to $0. Deputy Director Neuberger said the ramp work is at the "tail end" of the multi-year project and described the additional funds as covering immediate concrete deterioration discovered during work: "We're at the tail end of the project...there's a perceived immediate need to try to address some deteriorated concrete," Neuberger said.
Votes at a glance: The committee recorded 5-0 votes in favor of each of the three action items. Motions to approve each item were made and seconded on the record; specific movers and seconders were not named in the transcript.
