Assistant Director for the Department of Public Works explained the project scope: the DOT plans a reconstruction between Oakland and the bridge, and pavement repairs (panel replacement) from Hudson out to Taylor. The agreement covers the city’s cost share for design; construction is expected to be state‑funded in the construction phase.
The assistant director described DOT numbering conventions for the packet: the 00 project number is the design portion and the 70 number is the construction portion. He said construction is anticipated to be paid 100% by the state and that the design phase includes a cost split (described in meeting materials) that the city will share with DOT. The packet lists a ballpark construction cost of about $3.2 million for the construction portion, of which the state would pay 100 percent; the design cost and split are included in the emailed packet the committee received.
Committee members asked where the agreement and cost tables were located in the emailed packet; the assistant director confirmed the cost tables appear deeper in the document. Alder Wright thanked staff for circulating the agreement in advance. Alder Eck made the motion to approve the agreement and authorize the director to sign; Alder Dewey seconded. The committee approved the motion on a voice vote.
The assistant director said the city’s share for design varies by project; the packet shows the design cost and state share. Committee members characterized the agreement as favorable to the city because DOT is expected to carry the construction cost.
The approval forwards the agreement to the full council for final approval, per committee procedure.
