Block-captain program to expand training on life‑safety and needs of residents with functional needs

Program leaders told the council Sept. 16 that the local block-captain network has about 90 volunteers and that organizers plan to increase training on lifesaving skills and on identifying residents with access and functional needs (AFN).
A co-chair said the program has made progress on radio communications and neighborhood organization but needs to better identify AFN residents and to provide more hands‑on training for captains on "stop the bleed," tourniquet application, CPR, naloxone (Narcan) use and automated external defibrillator (AED) operation. The co-chair said those captains may effectively be first responders when professional crews are overwhelmed and announced an upcoming class in November specifically for captains.
Organizers urged captains to meet household members with AFN before an event and to document needs so first responders and neighbors can coordinate more effectively during emergencies.
