Members discuss renaming Disaster Advisory Council to emphasize preparedness

A council member proposed Sept. 16 that the Belvedere Tiburon Joint Disaster Advisory Council change its name to better reflect proactive preparedness and risk reduction rather than only post-disaster response.
"The term disaster inherently emphasizes the aftermath of catastrophic events rather than the proactive measures the council undertakes," the member said, proposing "Emergency Preparation Council" as an option. Supporters said the change could improve public understanding and participation. One member said the current name can sound intimidating to residents and that "emergency preparedness" is a more empowering phrase.
Town staff said the clerk is reviewing the council bylaws and that there may be legal requirements or conventions about including words such as "advisory" in formal names. The clerk will research whether a name change would require additional legal review; the council did not take a vote on Sept. 16 and members agreed to consider the issue further and return with legal guidance at a later meeting.
