The Dare County Board of Commissioners approved a capital project ordinance and an authorizing resolution for a public bond sale and accepted a guaranteed maximum price (GMP) from Barnhill Building Group LLC for a construction package tied to a new Manteo public-works facility.
The board approved a capital project ordinance and then voted to authorize a public sale of up to $47 million in limited-obligation bonds to finance public-works projects. The sale is scheduled for Nov. 19, 2025. Commissioners also approved Barnhill’s GMP amendment, reported at roughly $39,173,217 for construction work; the overall borrowing amount includes design costs, contingencies and interest and was described in meeting materials as an all-in maximum in the high-$40 millions when owner contingency and capitalized interest are included.
Nut graf: County staff and the capital improvements committee said the package was structured to protect debt-coverage ratios and preserve the county’s credit position. To avoid pressure on coverage ratios in out years, staff proposed using about $3 million in project savings to pay a $2 million allocation that otherwise would have been borrowed; the approach preserves the county’s policy target ranges for coverage.
Board discussion touched on collateral (the Manteo public-works facility will secure the bonds at present), the timing of other projects (the sheriff’s CID building was deferred for a later financing package) and a modest owners’ contingency funded from projected interest earnings on the bond proceeds. The capital-improvements committee recommended approval after detailed review.
The motions — to adopt the capital project ordinance, to approve the bond resolution and to accept Barnhill’s GMP and authorize the county manager to execute contract documents — passed unanimously.
Ending: County staff said they will proceed to the public bond sale and execute the GMP contract so Barnhill can begin construction; staff also flagged the need to monitor remaining contingencies and other county capital priorities including storm reserves, housing and parks projects.
