Leticia Atkinson said she has worked with veterans and as a trauma nurse and described a case in which a veteran’s service dog went missing after arrival at the animal shelter on July 19. Atkinson said she had hired a private investigator who verified the dog was picked up by a male at an address on Stansburg Road and that the veteran has been suicidal and in crisis; Atkinson provided the board with handouts and requested county help locating the dog. She said she had been advised to contact county officials, and she reported she would continue investigating the animal shelter records to identify whether a dog currently named Calvin matched the veteran’s dog.
Mick Rankin used his five minutes to express a constitutional concern about the board’s use of a moment of silence at the start of meetings. Rankin said the practice, historically used after World War I, has shifted in recent decades and he argued that a moment of silence can function to suppress religious expression in public settings; he asked the board to consider the constitutional implications of that practice.
The board accepted both public comments under the code of conduct; no formal responses or policy changes were recorded in the transcript at the meeting.
