Tax office lease, refunds and financial reports approved; county staff update announced

Wilson County tax administrator Crawford Bolton asked the board Oct. 6 to approve a multiyear lease with Quadrant/Quadient Leasing for a postage machine and maintenance support agreement to allow the tax office to process mail onsite rather than transporting it to another location. The board approved the lease; Bolton said the purchase was already budgeted.
Bolton then presented a list of September 2025 refunds and releases in excess of $100 for board approval. He told commissioners the longer-than-normal list resulted from a late-processing builder's inventory exemption for three builders; the board approved the refunds and releases.
Bolton also presented the August 2025 collections report and stood the report in receipt. Financial Services Director Angel Andrew presented the county’s financial report for August; commissioners received the report and asked that future budget amendments keep certain Westside project line items separate.
In other business the county manager announced an internal promotion: Tim Bilberback joins the administration as assistant county manager; the county is recruiting for a new HR manager. The manager said Bilberback has 10 years of service with the county.
