Wilson County approves NCDOT/FTA Section 5311 grants to support transit operations and one replacement vehicle

Wilson County Transportation Director Leslie Barnes presented three NCDOT/FTA grant applications to the Board of Commissioners at a public hearing Oct. 6 and the board approved the requests.
Barnes described the three FY 2027 requests: a Section 5311 administrative grant for $116,474 (county local share $17,472) to fund transportation department salaries; a combined capital grant for $148,415 (local share $14,942) to purchase one replacement vehicle, lettering/logo, radios for 14 vehicles and a new repeater; and a capital cost of contracting grant for $500,000 (local share $290,000) to fund part of contractor service capital costs for paratransit, on-demand response and microtransit services. Barnes said the county will use existing RTP/rope funds to cover the local share for the cost-of-contracting grant.
The board opened and closed a public hearing; no members of the public spoke. Following the hearing the commissioners moved and approved acceptance of the three grants by voice vote.
Barnes said the combined capital request includes radios and a repeater to improve fleet communications; the cost-of-contracting funds are intended to support contractor-run demand-response and paratransit operations. The board directed transportation staff to proceed with grant acceptance and subsequent reporting to NCDOT/FTA per grant conditions.
