The Dickinson County Board of Commissioners set a Nov. 6 public hearing to consider a petition from Cheever Township to designate a section of 3500 Avenue between Jeep and Hawk Road as a minimum maintenance road.
County staff explained the petition is the first step in a process by which a township can formally reduce maintenance of a roadway that is lightly used. "This is the first step of the process to do that," a county official said, explaining the township decided the roadway is used only occasionally and that continuing higher-level maintenance is not cost-effective. The county will publish notice and take public comment at the hearing; residents who oppose the status change may present comments then.
Commissioners and staff discussed the length of the section and referenced a mile-long segment. Trevor Martin, township superintendent, was contacted in advance and reportedly expressed no objection to the CUP seed application earlier; county staff said the township did not indicate a maintenance problem but would address future truck traffic if it develops.
If the county declares the road minimum maintenance, the township can limit maintenance activity and reduce its liability, though the roadway remains a legal thoroughfare and cannot be fenced unless vacated. Staff noted that a minimum maintenance designation does not remove public access; a subsequent vacating process would be needed to close the road permanently. The board unanimously set the hearing date and directed staff to publish notice.
