Public Works reports completion of Katy Bridge repairs, files reimbursement request and seeks FLAP application for Old Highway 77

Jeremy Myers, public works administrator, presented the department's third-quarter project update and historic-bridge work, including the Katy Bridge restoration and a proposal to apply for Federal Lands Access Program (FLAP) funds for Old Highway 77.
Myers said Geary County and HTF signed the grant project agreement for the Katy Bridge project, with the grant covering up to 80% of eligible costs. He reported the county submitted a reimbursement request for $62,886.45 for bridge materials and related supplies and that the project completion forms were filed on Oct. 3. Myers said the grant agreement lists $81,984 as the county's maximum 80% share cap under the agreement and that the county has submitted documentation to be reimbursed for eligible costs.
He showed before-and-after photos of the bridge work, described the manual deck-plank and stringer replacement process and noted the structure is historically old (a speaker described it as about 127 years old during discussion). The project included added millings at bridge approaches, new guardrail sections, shoulder cleanup and new signs.
Myers also asked the commission for permission to submit an application to the Federal Lands Access Program for a project to add paved shoulders, microsurfacing and restriping on Old Highway 77. The county staff noted traffic counts on that route (including military use related to Fort Riley) and said the FLAP program no longer requires a local match; the commission approved filing the application.
Other public-works items in the update included completed culvert replacements on Skidi Road and East Lines Creek, landfill maintenance and planned winter preparation for snow-and-ice operations. Myers said the department has been developing new GIS and sensor-based tools for water and route mapping, and that staff are preparing contracts for 2026 maintenance and projects.
