Board approves lead‑partner contracts for professional development and coaching funded by federal Title I‑A and Title II‑A funds

The Jackson Public School District board approved lead partner contracts for professional development and coaching to support school and district leaders and teachers.
Dr. Regina Scott, executive director of school support, presented two sets of contracts: lead partner contracts in response to an RFP for professional development and coaching for school and district leaders, and lead partner contracts for teacher professional development. She said selected providers named in the presentation include Instructional Partners, CT3, The Kirkland Group, English Learners Engage and Kids First.
"The administration presents for information action the lead partner contracts in response to RFP 2024, 2025, professional development and coaching support for school and or district leaders and administrators," Dr. Scott said. She told the board the providers had been presented for information during the June 5 board meeting and were brought back following consultations with district and school leaders.
Dr. Scott told members that all partner contracts are fully funded through federal sources, specifically Title I‑A and Title II‑A funds. She described a two‑step procurement review: an initial panel review against RFP specifications (including past performance) followed by input from district and school leaders to assign lead partners to schools. She said the agreements are not automatic renewals; partners went through the competitive procurement process.
Dr. Scott said the district is monitoring partner impact using MAP test data and a resource specialist in the Office of School Support. "If we find that there was not a positive impact on student achievement, then those lead partners have to provide us some additional days this school year," she said, noting the district is in the process of that review.
Board members asked no substantive follow‑up questions in the meeting record. The board approved items c and d (the leadership and teacher support contracts) by voice vote after a motion and second.
The presentation identified providers and funding sources, explained the procurement steps and described a follow‑up review process tied to MAP data; the board did not receive contract dollar amounts or a school‑by‑school implementation schedule during the meeting.
