Jackson school board approves Imagine Learning contract and ACT district testing agreement

The administration presented both items together. Marshall Thomas, assistant superintendent for the high school division, told the board the Imagine Learning memorandum of agreement would let the district offer online and blended courses — including English language arts, math, science, social studies, world languages, Advanced Placement, CTE and electives — for credit recovery, first‑time coursework, professional development and on‑demand tutoring. Thomas said the platform was formerly branded as Edgenuity and that all offered courses are approved by the Mississippi Department of Education and meet state standards.
"For last year, we offered, we provided 1,000 course work to 1,820 students. We had 3,801 students enrolled," Thomas said, explaining the difference between students who completed courses and those who used parts of the platform. She provided a breakdown: 201 students completed credit recovery courses, 1,336 used blended learning, 2,146 used initial credits and 414 used virtual tutoring.
Thomas also presented the agreement with ACT Education Corporation that will allow Jackson Public Schools to serve as an ACT district testing site and offer an additional ACT administration on a weekday during regular school hours. Thomas said expanding district testing from a single senior‑year sitting to multiple sittings across grades 10–12 corresponded with steady gains for cohorts tested across years. "In 2023, the composite score was 15.2. 2024, the composite was 15.6. In 2025, the composite score was a 15.7," she said. Thomas highlighted math gains in particular, reporting an increase from 14.8 to 15.6 for the cohort tested across those sittings.
Board members asked no substantive questions during the presentation. A motion to approve items a and b (the Imagine Learning MOA and the ACT agreement) was moved and seconded and carried by voice vote, with the board chair calling for ayes and receiving unanimous approval.
The agreements are intended to broaden student access to course recovery and testing during school hours; neither the board presentation nor the motion text specified contract dollar amounts or the schedule for implementation.
