Council votes 7-0 to hold closed sessions on property acquisition and manager performance

The Leesburg Town Council voted unanimously at its Oct. 6 work session to convene two closed meetings: one to discuss acquisition of real property and a second to discuss the town manager’s annual performance.

During the public meeting the council moved to convene a closed meeting under Section 2.2‑3711(A)(3) of the Code of Virginia for consultation regarding the acquisition of real property; the motion was seconded and carried by a 7–0 voice vote. Later the council moved under Section 2.2‑3711(A)(1) to convene a closed meeting to discuss the annual performance of the town manager; that motion also carried. After the closed meetings the council returned to open session and, in accordance with Virginia law, each member certified that only matters allowed under the statute had been discussed.

Certification After both closed sessions the council certified in open session that to the best of each member’s knowledge only public business matters lawfully exempted from open meetings law were discussed and that such matters were the ones identified in the motion to convene the closed meeting.
