Pleasant Grove council adds tattooing as permitted use in Grove Commercial Sales District with limits

Pleasant Grove City Council on Oct. 7 approved Ordinance 2025-023 to add use 62-95 (tattooing) to the list of permitted principal uses in the Grove Commercial Sales subdistrict under limited conditions.

Director Daniel Cardenas presented the item and said staff reviewed how other cities regulate tattooing and recommended permitting the use only for properties fronting State Street and only when the tattooing business is associated with use 62-30 (beauty and barber services). "Tattoo parlor by itself is not permitted or is not proposed to be permitted at this point," Cardenas said.

Council Member Jensen moved to approve the ordinance; Council Member Williams seconded. On a roll-call vote, Council Members Anderson, Rogers, Jensen, Ramon and Williams voted yes and the motion carried.

Cardenas and the planning commission discussed other possible restrictions. The city does not include a minimum separation distance between tattoo businesses, and staff said the council did not propose any additional distance or content-based signage restrictions. Cardenas noted existing city sign regulations remain in force and that regulating the content of a sign is legally complicated.

The planning commission had recommended unanimous approval with the two conditions: (1) the tattooing use be limited to properties fronting State Street and (2) the tattooing operation be associated with beauty/barber services. The council adopted those conditions in the ordinance.
