Beloit board adds Even Start, approves $150,000 for community use from Fund 80

The School District of Beloit Board of Education on Oct. 7 approved additions to the district’s community services Fund 80, including continuation of the Even Start program and a proposed $150,000 allocation for expanded community use of district facilities (pools, gyms, weight rooms and fields).
Director of Finance Stephanie Elwood told the board Fund 80 currently has a balance of approximately $757,000 carried from prior years. Elwood explained that Fund 80 levy dollars are restricted to board‑approved community uses and cannot be reallocated to the general fund. “When we levy for tax dollars in Fund 80, those dollars are earmarked and can only be spent on board‑approved activities in Fund 80 for community use,” Elwood said.
Board members discussed program history. Even Start — a long‑running birth‑to‑3 family literacy and support program — has operated under the district for years, including GED and family supports, and was discussed as a candidate for continued Fund 80 support. Elwood and Superintendent Willie Garrison II said prior building moves and one‑time building costs explain some historical spikes in Fund 80 expenditures.
The motion to add Even Start and the $150,000 community‑use authorization passed unanimously. Board members asked administration to track any items not ultimately used for the specified programs, since Fund 80 expenditures must conform to the board’s approved activities.
Why it matters: Fund 80 is financed by a levy whose dollars are restricted to community services. Approving these items sets aside levy dollars for community programming and facility use and will feed into the district’s Oct. 28 budget adoption process.
