Council approves vacation of 20-foot dead-end alley at 7925 Fourth Street North

The city council voted unanimously Oct. 2 to approve an ordinance vacating a 20-foot-wide dead-end alley generally located at 7925 Fourth Street North.
Scott Boyd of the city’s zoning/land use staff summarized the request and recommended approval. Boyd said the applicant owns the properties on both sides of the alley and that city departments and utility providers reviewed the application. “Staff received comments from engineering and water resources requiring an easement to be dedicated over the existing reclaimed water main located within the alley,” Boyd said. He added that Duke Energy, Frontier Communications and TECO indicated they have facilities in the alley and will require dedicated easements.
The ordinance requires the dedication of the necessary easements (typically through replatting) and compliance with engineering and water-resources memo conditions before the ordinance can be recorded. Boyd said the Development Review Committee recommended approval on Aug. 6, 2025, by a 7-0 vote. The council motion to approve passed unanimously.
No members of the public spoke on the item during the hearing.
