Committee hears status update on regulatory packages including pathways to licensure and telehealth standards

At its June 6 meeting the Legislative and Regulatory Affairs Committee received a status report on several regulatory packages the board is developing or revising.
Staff said the disciplinary guidelines and uniform standards related to sexual abuse by licensees are in production while regulatory counsel finalizes edits; the package will be presented to the full board at the August meeting for review. The pathways to licensure package is in drafting and is intended to implement AB 282; staff said that package is pending AB 282 implementation and will be combined with other draft language as appropriate. Enforcement provisions and the corporations package both require statutory changes identified in the board’s sunset report; staff said drafting cannot proceed until those statutory changes are enacted.
Research psychoanalyst regulations are in drafting; staff reported that the board previously approved adoption language and that staff is working to combine two related packages into one. The standards for telehealth practice are in production; regulatory counsel and staff are finalizing production documents after the board approved revised language at a prior meeting.
Committee members did not take formal action on the regulatory packages at this meeting; staff said edited language will be presented to the board for review, and that some packages remain contingent on statutory changes or on AB 282 implementation. No public commenters requested changes related to the regulatory update.
