Planning staff presented a conditional rezoning application (CZ25-11) on Oct. 1 for a parcel on Williamson Road to allow warehouse and wholesale operations and to rezone the subject 2.78-acre parcel from Corridor Mixed Use to Conditional Community Commercial. The applicant identified in staff materials was Bartels Construction Solutions (Mark and Matt Bartels); the owner listed was B.V. Bell Jr.
Planner James Coley said the parcel is a 2.78-acre piece of a larger 5.28-acre property, that the applicant proposes a 12,000-square-foot building, and that the applicant is not seeking annexation or town utilities as part of the application. Coley reported a neighborhood meeting on July 30 that two members of the public attended and provided feedback in favor of the request. He said the planning board unanimously recommended approval on Aug. 26 and staff found the map-amendment standards met.
Council members raised questions about municipal service and emergency response because the site remains outside town limits. Fire Chief Kurt Deaton said Mount Mourne (the county fire district) is primary for the shopping center and the parcel; Mooresville would provide mutual aid and would respond on fire incidents with Mount Mourne if requested, but the town is not the primary responder for lower-acuity calls and some traffic-collision responses at that intersection.
Council discussion touched on road maintenance and potential construction traffic if the property develops without annexation; a commissioner asked whether Bridgewater Lane is a town-maintained street and staff said they would confirm maintenance responsibility and make the applicant aware of potential concerns about road wear. The applicant was expected to present additional materials at the council hearing.
