Centre County reports $2.43 million in drug and alcohol spending for FY24–25; multiple MH/DA contract addenda advanced

Centre County commissioners on Sept. 30 approved the county’s fiscal year 2024–25 fourth-quarter drug and alcohol report and advanced several mental-health and drug-and-alcohol contract increases to the next consent agenda.
Kathy, director of the county’s Mental Health/Intellectual Disability/Early Intervention/Drug & Alcohol office, presented the report covering July 1, 2024, through June 30, 2025. She reported total drug-and-alcohol spending of $2,429,097 for the period. Of that amount, $1,561,536 came from the Department of Drug and Alcohol Programs; other funding sources (including the human services block grant, PCCD grants, Medicaid and DUI fees) totaled $867,561. The county’s contribution for the grant period was $40,894, which staff said primarily meets match requirements and covers administrative and case-management costs and assistance to uninsured or underinsured residents.
Staff said nearly all grant funds were expended for eligible costs; a small amount of federal funding remains available to spend through Sept. 30. Commissioners and staff discussed overdose counts briefly; staff said local fatal overdoses were unusually low this year and were “hovering at about three or four” depending on the source of the count.
The board also voted to add seven contract addenda to next week’s consent agenda to pay pending eligible invoices for the same fiscal year. Staff described the addenda as follows (amount increases and brief purpose as presented):
- Eagle View (personal care home) — increase of $160,000 to support two placements from Danville State Hospital; contract would increase from $483,237 to $643,237; county match portion $29,006.53. - Oasis Lifecare — increase of $4,000 for additional outpatient and psychiatric treatment; county match portion described in staff report. - PA Care LLC (State College Medical) — increase of $5,214 for outpatient treatment, medication-assisted treatment and care management services. - Strawberry Fields — increase of $1,003 for additional targeted case management services; contract increase reflected in staff report. - Centre County Youth Service Bureau (drug and alcohol prevention) — increase of $69,001.69 for performance-based prevention services. - Crossroads Counseling (drug and alcohol outpatient, MAT, recovery supports and jail services) — increase of $119,035; added capacity includes jail services and community-based services. - Centre for Community Resources — increase of $2,000 for additional crisis-intervention services.
Why it matters: the fiscal report and addenda reflect how state and county funding is being used to sustain behavioral-health services and placements, including residential placements for individuals discharged from state facilities and performance-based prevention programs.
What’s next: the seven addenda were listed for inclusion on next week’s consent agenda so the county can pay eligible pending invoices; staff said the funds are available and the changes maximize state and federal funding rather than returning unspent dollars to grantors.
