Council presses contractor after third absence on Camino Del Sol phase 2 reports

A staff member gave a brief update and said Juan Guerra and Noe Garcia are overseeing the project because it covers both water and sewer scopes. The staff update noted the contractor had been invited but the "owner of Inova decided not to show up again for the third time," the staff member said.
Councilmember Meyer (referencing council records) said the contract requires the contractor to furnish periodic reports "at such times and in such forms as the city may require" and that the company has been informed of the requirement. "This is the third time that we put him on the agenda," another councilmember said, and said the public expects better communication when a multi-million-dollar project is under way.
The city attorney read the contract provision aloud for the council: the contractor "shall furnish the city such periodic reports as it may request pertaining to the work and services undertaken pursuant to this contract." City staff said they will continue to provide council updates and share emails and reports received from their internal team while the contractor has not complied with requests to attend and present.
Council members emphasized that taxpayers expect transparency and regular reporting for projects funded through public procurement. No formal sanction or change order was taken at the Oct. 1 meeting; staff said they will continue to press the contractor for the reports and will share correspondence with the council.
