Rapid City presents 2025 comprehensive plan; planning commission recommends approval

City planning staff and consultant Logan Simpson presented the Rapid City 2025 comprehensive plan draft to the Legal & Finance Committee on Oct. 1, outlining goals, policies and an action-oriented implementation chapter. The planning commission previously reviewed the draft and recommended approval.

Megan Moore of Logan Simpson described the outreach process, the plan's chapter structure and the adoption-ready action plan. The plan's vision statement appearing in the draft reads, "Rapid City is building a strong and healthy community rooted in its people," and the document organizes policy around values including stewardship, livability, accountability and opportunity. The plan contains chapters addressing land use, housing, economy, public services, recreation and transportation; chapter 11 lists prioritized actions and assigns responsible departments and partners.

Community Development Director Vicky Fisher recommended the plan for acknowledgment and eventual council confirmation. Committee members praised the outreach and the plan's actionable orientation. Councilwoman Lindsay Seacrest, who served on the study advisory team, and Councilman Bill Evans both commended staff for incorporating public input.

The committee moved to acknowledge the plan and forwarded the item to the full council for confirmation; the meeting also included a separate, successful vote on a resolution amending the comprehensive plan (Resolution No. 2025-114) that will appear on the Monday agenda for final action. Staff said the plan will be used to guide future updates to the future land-use map and municipal code changes identified in its implementation program.

The draft is expected to return to the full council on Monday for confirmation; staff said key implementation steps include updating the future land-use map, revising relevant municipal codes and aligning Vision Fund priorities with comp-plan actions.
