Commission approves first reading of ordinance to vacate unimproved right-of-way near South Central Point Road

The Oregon City Commission on Oct. 1 approved the first reading of Ordinance No. 25-1012, which would vacate an unimproved public right-of-way located between 19530 South Central Point Road (Lot 1, Filbert Orchard) and Tract B (Ed’s Orchard). The ordinance was introduced following a resolution that initiated the vacation process in September and public notice in accordance with ORS 271.230.
City staff (Josh Wheeler) reported the vacation process was initiated by a prior resolution and that the plat and subdivision covenants and restrictions (CC&Rs) provide for the adjoining parcel to receive the vacated land. Staff described the applicant’s need to vacate the right-of-way so the property could access public sewer: the applicant’s septic system was in disrepair and vacating the right-of-way would enable a connection.
No members of the public submitted comment on the item at the hearing. Commissioner discussion focused on confirming the map and that the vacated strip would attach to the larger parcel, and on confirming the parcel is occupied (staff confirmed there is a house). The commission moved, seconded and approved the first reading. Mayor Denise C. McGriff voted aye and the motion passed. A second reading is scheduled at the next meeting on Oct. 15, 2025.
