The Oregon City Commission voted Oct. 1 to reimburse sidewalk-permit fees for property owners who pulled permits after May 23, 2025, a response to an uptick in permit applications and neighborhood concerns about tree-related sidewalk damage.
City staff told commissioners they identified 170 sidewalk permits citywide dating back to the earliest complaints in October 2023 but that a concentrated spike of permit activity began May 23, 2025. Commissioners debated the appropriate look-back window and whether reimbursements should extend further back; they agreed on May 23, 2025, for administrative clarity and to focus on the recent surge.
Staff said the reimbursement procedure would require property-owner documentation and that reimbursements will be paid to property owners rather than contractors who may have pulled the permits. Commissioners noted equity concerns where contractors paid permits on behalf of owners and asked staff to design the reimbursement paperwork accordingly.
The motion to reimburse back to May 23, 2025, passed unanimously among the three commissioners present (Commissioner Mike Mitchell — Aye; Commissioner Rocky Smith — Aye; Mayor Denise C. McGriff — Aye). Staff said they will implement the reimbursement process administratively and return with details if further adjustments are needed.
