Crook County commissioners approve Medicaid administrative-claiming IGA, candy-crawl funding and direct legal counsel to correspond with counterparties

The Crook County Board of Commissioners on Oct. 1 approved multiple administrative items including an intergovernmental agreement and an appropriation for a community event and directed legal counsel to follow up with counterparties after a closed session.
The board unanimously approved an intergovernmental agreement (IGA) with the Multnomah Education Service District for Medicaid administrative claiming. County staff described the agreement as imperfect but the best available option now; the contract includes a stated 10% administrative fee. The board voted to approve the IGA by voice vote.
Separately, the board authorized up to $350 from the community fund to buy candy for the county’s planned participation in a Chamber of Commerce Halloween “candy crawl,” a small, single-payment community-outreach item.
During manager’s reports, the county announced the promotion of Jackie Davis to landfill director, effective Oct. 1. Commissioners also noted that the Justice Center received a statewide award and that staff are tracking possible federal government shutdown impacts.
The commission held an executive session under ORS 192.660(2)(f) to review records exempt from public disclosure. Following that closed session the board voted to direct county legal counsel to correspond with counterparties as discussed in executive session. The board recorded the direction on the public record immediately after returning to open session.
These administrative actions took place alongside substantive agenda items, including the opening of the first hearing on Ordinance 354 (the county 2025 TSP); that hearing was continued to Oct. 15, 2025 for further testimony and deliberation.
