Trust okays $54,493 contract to review Substation 2 relay settings

The Trust approved an agreement with SEL Engineering Service Incorporated to review relay settings and perform commissioning work at Substation 2 for a not-to-exceed amount of $54,493.
Utility staff explained that Substation 2, rebuilt about six years earlier, uses a double-breaker configuration where one relay controls two breakers and coordinates transfer when a feeder or GRDA transmission feed is lost. Staff said timing and settings issues have caused transfer problems; the consultant will update settings, then install and commission those settings to ensure proper operation and avoid back-feeding to transmission.
A staff presenter named Derek described the work as an electronics and programming update that should shorten outage duration for affected customers and better protect the transmission side. Derek said the upgrade is intended to limit outages to a few seconds when transfers work as intended and that the substation serves multiple industrial customers.
Trustees moved and seconded approval and recorded unanimous affirmative votes on the motion.
Trust staff noted that the relay work is separate from the authority’s AMI meter procurement and is focused on breaker/relay coordination.
